Duties

Help
  • Manages the Select Agent Management and Personnel Reliability Offices and ensures compliance with all DoD, Army, Federal, State, and local regulations.
  • Serves as the Responsible Official for communication with the CDC and provides oversight to the security, biocontainment and biosafety, and incident response of select agents and toxins per 42 CFR 73.
  • Advises the Command on internal and external factors that have an impact on biological security and bio-risk management.
  • Develops new concepts, policies, and procedures that are directly related to biosecurity and bio-risk management programs involving physical security, personnel security, operational security, information security.
  • Develops new concepts, policies, and procedures that are directly related to biological personnel reliability, biological select agents and toxins (BSAT) accountability, and emergency response to BSAT.
  • Creates, analyzes, and reviews reports and other written and oral correspondence as needed, to include Executive Summaries (EXSUMs) and command-level presentations.
  • Communicates with Federal Select Agent Program Principal Investigators (FSAP-PIs) and their technical staff to resolve issues.
  • Actively participates in Army, DoD and Federal policy reviews/updates involving biosecurity.
  • Performs first and second-line supervisory and managerial duties to oversee the day-to-day operations of the Office of the Responsible Official.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.
  • Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirement.
  • This position is supervisory. A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-04 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Basic Requirement for Biosecurity Manager:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Conduct internal inspections in areas where select agents or toxins are stores for compliance with regulations; 2) Characterize and/or validate Biological Select Agents and Toxins (BSAT) status for agents and toxins stored in the activity; AND 3) Identify and address Biological Select Agents and Toxins (BSAT) program deficiencies for correction.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-14).

  • BIOLOGICAL PERSONNEL RELIABILITY PROGRAM / ARMY BIOLOGICAL SURETY PROGRAM -Performs duties that require the individual to obtain and hold Biological Personnel Reliability Program (BPRP) enrollment pursuant to the requirements of the Army Biological Surety Program. Individuals must maintain a current certification of enrollment in the BPRP as a condition of eligibility for continued employment. The BPRP is a suitability and reliability program operated by the agency and requires the employee to submit to and satisfactorily complete suitability and reliability screening and analysis. As a condition of employment, employees in this position must also be approved by the Department of Health and Human Services and the Department of Justice for access to laboratories containing biological select agents and toxins pursuant to the terms of 42 CFR Part 73.
  • OCCUPATIONAL HEALTH SURVEILLANCE PROGRAM - Incumbent works in containment suites with highly hazardous infectious agents and toxins (bio-safety levels 3 and 4) and is required to participate in the Occupational Health Surveillance Program (OHSP), IAW with AR 40-5 and DA Pam 385.69. The OHSP monitors worker health and provides vaccinations aimed at additional protection above personal protective devices.
  • CONTROLLED SUBSTANCES PERSONNEL RELIABILITY PROGRAM (CS-PRP) - Performs duties that require the individual to obtain and hold Controlled Substance Personnel Reliability Program (CS-PRP) enrollment pursuant to the requirements of the Army Security Standards for Controlled Medical Substances outlined in AR 190-51. Individuals must maintain a current certification of enrollment in the CS-PRP as a condition of eligibility for continued employment. The CS-PRP is a suitability and reliability program operated by the agency and requires the employee to submit to and satisfactorily complete suitability and reliability screening and continuous evaluation. As a condition of employment, the employee in this position must be assessed as qualified through personnel, security, medical, and law enforcement records checks and is subject to initial and random drug testing.
